fix Arm/SVE2 build w/--enable-realtime-only encoder/arm/neon/vp9_highbd_temporal_filter_sve2.c added in: 6f23d1f1c Add SVE2 implementation of vpx_highbd_convolve12_horiz should not be built with this configuration. This change also fixes the #ifdefs used in instantiating tests for `ConvolveTest12Tap` which would cause build errors with `--enable-realtime-only --enable-vp9-highbitdepth`.
