Workflow initial state not assigned to old documents of a type created before workflow assignment.

when a workflow is assigned to a document type and there are documents of that type existing in the system already, the workflow state is not initialized for these documents. This makes the documents unable to be used in the workflow.

Possible future fix is to assign the initial state value of the workflow to all existing documents of the document type associated to the workflow.
