Feature request: implement timeout option for non responding rss feeds

Hi! This is rather a feature request than a bug, everything is in the title.

Ironically, my feed2exec routine is blocked by https://anarc.at/blog/index.rss ATM 😄

I am not a Python developer but I am happy to help in testing it.

Thanks anyway for this great piece of software!
