Allow page alias to resolve to an attachment

It should be possible to create a redirect (alias) using the API that resolves to an attachment. Currently, this is not possible because the family is forcefully set to the family of the source file (which is always a page). That seems to have been an inadvertent choice. As long as the resource is publishable, it should be able to be the target of a redirect.
