Extra segment in redirect target of ROOT component when latest version segment is empty

When the component name is ROOT, the latest_version_segment_strategy is redirect:to, and the latest_version_segment is an empty string, the redirect producer is adding an extra segment to the target path. For example, in these conditions, when the redirect facility is netlify, the entry in _redirects is:

/3.0/* /./:splat 302!

We expect it to be:

/3.0/* /:splat 302!
