In Gitlab 14.2 stage is now optional if needs is used

Gitlab 14.2 removed the requirement for "needs" jobs to need things in earlier stages.

Gle enforces the pre 14.2 stage rule

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
