Add snapshot of RHEL files that are currently empty in Fedora dist-git

When adding some of the files into Fedora for aligning in dist-git, the RHEL files were mostly empty. To make the final diff-stat smaller smaller when we start using the src-git tree, it would be nice to drop in a snapshot of the current RHEL files.
