User language selection/setting

How to change the static setting "Default UI Language ID" from "en" (English) to pt-BR (Brazilian Portuguese)?

Emails are being sent in English, as far as I can see the translation to pt-BR includes the translation of the messages sent by email and I would like to use it as default.

I am using version 3.11 with docker-compose.
