Embed: save comment draft locally

If the user entered comment text in the editor but didn't submit it (it was entered in the wrong place (new comment instead of reply), submission failed, page was reloaded, etc.), it makes sense to save the comment text as a draft, for this specific page only — so that the editor can be pre-populated with that draft on next open.
