Use SBToolbox's Experiment and Measurement objects

Use SBToolbox syntax and utilities for a more involved model evaluation setup (as in the TOR setup; cf. 1, 2, 3).

Currently data (measurements) is part of the TF experiment setup description in own format. There is no explicit biological experiment setup. Preferably, keep separately additional model and measurement descriptions for a TopoFilter experiment, i.e. params upper and lower bounds (use if not specified in the SBmodel text format via S{min,max}) and error model ('stds'; use if not specified in the SBmeasurement text format via S{+,-}).
