Remove version numbered images

The version numbered images are adding little to no value since they only reflect the LTS release, and this project is updated very rarely, so they're continually out of date. Better to just rely on the latest for each Node release. So, update pipeline to remove image build child pipelines from, and update child pipeline rules for, tag pipelines.
