Deprecate CI_PROJECT_CONFIG_PATH in GitLab 14

In GitLab 14.0, the CI_PROJECT_CONFIG_PATH pre-defined project variable will be removed in favor of CI_CONFIG_PATH, which is functionally the same. See https://about.gitlab.com/releases/2021/05/22/gitlab-13-12-released/#ci_project_config_path-will-be-removed-in-gitlab-14.0

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
