Generate release-cli command arguments from proposed JSON file

Transform proposed JSON formatted release file from gitlab-org/release-cli#50 (closed) to release-cli command arguments. This should include validation of the JSON file schema. Evaluate output file as a complete shell script or just the argument, e.g. release-cli create $(cat release.txt).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
