Implement global configuration for object storage
Now that we have several charts sharing object storage configuration, we should implement a global configuration of object storage configuration. Currently, unicorn and sidekiq charts have matching configurations at the chart level for the configuration of minio, artifacts, lfs, and uploads.
In the future, the backup/restore tasks will also need this information, and it may be needed by task-runner at some stage.
