Geo: Add gitlab-backup-cli tool to charts

Summary

The gitlab-backup-cli is a new tool that unifies backup/restore processes in a single CLI. The tool is being added to Omnibus: gitlab-org/omnibus-gitlab!7328 (merged).

The current issue should add the new tool to charts.
