Maintain upgrade stops via release tools

Summary

Similarly to what was done for Omnibus: Maintain upgrade stop for Omnibus (gitlab-org/release-tools!2925 - merged)

We'd like to automatically update our *MIN_VERSION vars that are currently manually updated. Example: Require upgrade stop at 16.11/chart 7.11 (!3708 - merged)

Related work

We should first conclude Move upgrade path information to `gitlab-org/gi... (gitlab-org/gitlab#455239 - closed) which will move the SSoT of the required stops yaml file. This will avoid duplicated work to implement this then fix it.
