Add vcluster 1.30 CI jobs

Summary

As a follow-on to Support deploying GitLab on Kubernetes 1.29 (gitlab-org/distribution/team-tasks#1473 - closed) we need to add vcluster jobs for upcoming Kubernetes 1.30.

Labeling for next few milestones because current version of vcluster we're using does not yet support 1.30.
