Document global.appConfig.defaultProjectsFeatures.containerRegistry

Summary

The ability to turn off the default project features of the container registry is not documented.

This property controls the default features of new projects created in GitLab. It does not control the activation of the Registry itself.

This property should be added to doc/charts/globals.md, and doc/installation/command-line-options.md
