Update kubectl image digest for yq version 4.30.8

Summary

gitlab-org/build/CNG!937 (merged) upgraded yq from 4.21.1 to 4.23.1. When a tag is created on dev which contains this change, and that tag pipeline pushes the updated image to .com, we can open an MR against the charts to use that new digest.

Acceptance criteria

• gitlab-org/build/CNG!937 (merged) is merged
• gitlab-org/build/CNG!1008 (merged) is merged
• Tag is released that contains the change from gitlab-org/build/CNG!937 (merged) gitlab-org/build/CNG!1008 (merged) gitlab-org/build/CNG!1197 (merged) gitlab-org/build/CNG!1211 (merged) gitlab-org/build/CNG!1264 (merged)
• Tag pipeline on dev syncs the updated image to .com
• values.yaml -> global.kubectl.image.tag is updated to use the new digest
