Add award-emoji subcommands for MRs, issues, and notes

As a GitLab user, I want to use the cli so I can access custom emojis to merge requests, issues, and notes.

Add subcommands for the award emojis APIs.

I've got an MR incoming but need to add support for deletion, list, etc. as well as a subcommand for notes.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
