Test praefect database migration on pre-configured dataset

Some times it happens that the database migration for praefect runs without issues locally or on CI, but fails to run on the testing/production database because of data #3806 (closed). To prevent this we should setup database with some data run migrations on top of it and verify the result. This will help us to make our migrations more stable and catch more issues before production deployment.
