Improve manual QA pipeline step

The manual job to trigger a QA pipeline often fails due to reasons which are entirely unrelated to the changes done in the MR. More often than not, it already fails building the test images themselves. As a consequence, the job is mostly useless and is not used by Gitaly team members to verify whether their changes break tests downstream or not.
