Praefect does not create metadata records for object pools

/gitaly.ObjectPoolService/CreateObjectPool creates the pool repository but Praefect doesn't treat this RPC as a repository creating RPC. The end result is that the object pools never get their metadata records created. Any subsequent operation on the pool repositories would fail with a not found error.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
