Migrate from deprecated github.com/uber/jaeger-client-go to OpenTelemetry

The github.com/uber/jaeger-client-go dependency has been deprecated in favor of OpenTelemetry:

We urge all users to migrate to OpenTelemetry. Please refer to the notice in the documentation for details.

We should investigate the upgrade path and what we need to do about this.
