Pages 404s with pages_artifacts_archive enabled

We had a Silver Customer (Zendesk - internal only) report that they started getting 404s on their Pages project, but it worked when copying in a new project.

That happened a few hours after the pages_artifacts_archive rollout percentage was increased.

@ayufan turned off the feature flag and we were able to see the Pages again.
