Enable License Approval Rules on GitLab UI

Proposal

License compliance is already enabled on GitLab UI, but it policies aren't enforced. As part of our dogfooding security efforts Q3 KR we would like to enable security approval rules. This will ensure we don't inadvertently add dependencies which may contradict what our legal team has approved.

Strategy / Steps

1. Audit current licenses (there are only 5 detected).
2. Add licenses as approved.
3. Determine if we need to add any denied license types.
4. Review results in MRs and submit any feedback around usability/clarity of the information.
