Startup.js: Include first GraphQL requests for Repository Browser in the early requests of startup.js

Summary

In the repository browser we could move the first two GraphQL requests to StartupJS:

  • pathLastCommit — info for the last commit box
  • getPermissions + getFiles

Quicker time to (LCFP).

The first GraphQL request is being triggered at +1sec.
