Cannot delete tags from Group container registry page

Summary

The Group container registry page allows an overview of all the container repositories within the group. Even though there's a bin icon for delete action at the group level and our doc mentioned it's possible to delete the container repositories from the group view but it's impossible to click the delete button from the group view.

Steps to reproduce

1. Push a docker image to a project under a group namespace on GitLab.com
2. View the container repository from the group view
3. See the delete icon grey out

Users can delete container repository from group view
