Design specs for confirmation modal

Purpose

This issue is to document the behaviour of the modal that appears when an admin chooses to "Save" settings at the instance-level.

Proposal

When an admin chooses to "Save" form. The modal should be used only as a confirmation, making it clear to the admin how many projects will be updated.

In order for an admin to understand which projects are using different settings and have the ability to reset those setting back, they should use the Products using custom settings feature.

Saving will change the default settings currently in use by {###} projects.

Projects using custom settings will not be impacted unless they choose to switch to these instance-level defaults.
