Problem to solve

If #300146 is not implemented and before we decide on the MVC approach to #325780 we want to better understand how often this problem happens.

Proposal

• Track how often duplicate pipelines are created from a single MR.
  • count of MRs with a duplicate pipeline
  • count of projects with an MR with a duplicate pipeline
  • count of MRs by project (anonymized) with duplicate pipelines

This would let us see if this is an isolated problem (that project has something unexpected in setup) or a wider spread issue that happens occasionally or quite often.

Feature Usage Metrics

Fewer pipelines started will save users CI Minutes. There should be fewer canceled pipelines after a fix for this.
