Multi-channel communication harness

This is the base work for creating a messaging harness.

Outcomes

1. Message stream provider using a proxied array (single-purpose, very light) (frontend-weight1)
2. Multi-channel layer on top of the stream (MVP provides only a single channel for grouppipeline authoring Errors) ( frontend-weight1)
