WAITING_FOR_RESOURCE Jobs Search filter doesn't detect bridge jobs that are waiting for resource to be freed

Summary

Filtering jobs by WAITING_FOR_RESOURCE status doesn't find the bridge jobs that are waiting for resources.

Steps to reproduce

1. Configure Pipeline-level concurrency control with parent-child pipelines.
2. Trigger two pipelines to make sure that one bridge job is waiting for the other to complete.
3. Go to CI/CD -> Jobs and filter by Waiting for resource
