ensure /draft quick action and "the button" ("Un/Mark as Draft") will flip draft status

This is a step towards completing Remove support for WIP prefix in merge requests

Once we have added a boolean "draft" column we need to ensure that toggling of the status through quick action and UI elements flip this field value as well.
