Work breakdown: New Diffs

Context

As &11559 matures, we have already made good progress on defining parts of the system we'll need to build.

In order to start adding clarity to the roadmap ahead for this project, we believe we're in a good shape to start documenting the known knowns of New Diffs architecture, at least at a medium level of detail. There is bound to be unanswered questions for these topics that will need to be figured out closer to implementation.

Tasks

• Identify top-level efforts to be converted into sub-epics of &11559
• For each effort, break down granular units of work to be scheduled (ideally w3 or less)
• Create meta issues for any topic that is still too undefined to breakdown
