Work Items - Convert checklist item to work item

Problem

We can't migrate issues to work items until we have parity in actions a user can take. As of today, there is no way to convert a checklist item to a task.

Proposal

• Add the ability to convert a checklist item to a work item.
• Update the text from Convert to task to Convert to child item
• When selected, open the creation modal with the title pre-filled with the checklist text
• Add the ability to delete a checklist item from the checklist item's action menu

• Given this will be available for all work item types, what should be the default type populated in the type select input?
