Nav eval > Dropdown covers focusable elements

Problem

Dropdown panels can remain open and obscure focusable elements below. This is assessed as low impact because a user can traverse back into the dropdown and use esc to close the panel, or activate the referring button to close it. However, it is a frustrating experience though and should be fixed.

Solution

If focus is not on the referring element, or within the dropdown panel, then the panel should close when focus is on another element. Applies to all dropdowns in the navigation.
