Problem

The Apply button is disabled when viewing filters for search results.

Solution

Per Pajamas, it's preferred to not disable a control by default as this prevents the user from being aware that changes can be applied. In this instance, there's no reason why the current filters couldn't be applied again, so there is no downside in having the button enabled. The Reset filters button can remain conditional as there's only a need to reset once a change has been made.
