Profile page --> further enhancements

Suggestions

• Add Collapse button to read_more
• Update user popover to match profile changes (#438435)
• Update order/grouping of user preferences to match order/grouping of displayed user data (ie location, job etc)
• Consider order on medium and smaller screens. Should metadata be first on the page, or should we wrap it below the projects?
• Add a configuration toggle to allow the full README being rendered
• Improve About section on smaller viewport (When the browser window is narrow, the About panel is stacked above the README but is still narrow, which creates a lot of whitespace)

Open questions

• Should chart days be clickable when the user has no activity?
• Should personal information be shown on all personal pages? (could we hide the sidebar and potentially header on those other tabs?)

• Select projects to be shown on profile page
