Add dashboard grid to GitLab UI

Problem to solve

We have added the panels component to GitLab UI. The next layer up from that is the grid itself. Having a standardized grid system would be a great addition to GitLab UI; that extends beyond the initial use of dashboards to other areas of the product.

We should add the layout component with the GridStack wrapper as an internal component.
