Use composite identity credentials for convert_to_gitlab_ci graph

Description

We have onboarded dot com instance to Duo Workflow service account and composite identity oauth application. We could have convert_to_gitlab_ci use composite identity tokens instead of normal oauth.

Implementation Plan

Add use_service_account to th api call to trigger Duo Workflow.
