Move /-/organizations paths to /o/ scope

Summary

Move organization URLs from /-/organizations/my-organization to /o/my-organization to utilize the newly released o namespace.

Background

The o namespace was released in issue #552399 to provide a dedicated scope for organizations, improving URL structure and user experience.

Proposed Change

  • From: /-/organizations/my-organization
  • To: /o/my-organization

Effectively, Organization represent the self managed instance. If a page exists for the Organization today then it should exist already at instance level or we should add it there.

  • Org form will move to /o/my-org/admin/settings or similar
  • groups_and_projects I'm not sure. This looks like /explore? which will be /o/my-org/explore
  • /users will become /o/my-org/admin/users
  • /admin gives us a lot of "free" work. Rather than porting everything to /-/organizations we amend the Organization scope on /admin pages

Dependencies

  • Route availability confirmed
  • Self-managed compatibility assessed. Is #553144 (closed) a blocker or can we proceed since Organizations is behind a feature flag?
