Rollout new analyzer and v2 template to gitlab-org and gitlab-com

Proposal

As we've transitioned to the new analyzer in security-products, we've been able to detect bugs, and areas for improvement. To further solidify the quality of the analyzer, we'll need to test this against more projects and use the newly added v2 of the Dependency Scanning CI template.

The gitlab-org group is one area where we can do so. Ensure that static reachability is also enabled when relevant.

• Roll out to projects using the common-ci-tasks
