Show target branch when MR targets the non-default branch

Problem to Solve

When a merge request targets something other than the default branch of a repository - there is no information on the merge request homepage to indicate that. However, if you view the list of merge requests in a project or group, that information is present.

Proposal

We should add the target branch to the list view on the merge request homepage when targeting a non-default branch.
