Update modal invite dialog to be Organization-scoped / isolated

When inviting a user to a group or project the modal should only include members of the current Organization.

Furthermore, the invite should prevent users already present in other Organizations from joining the current Organization.

Show this error message in the form validation alert when a user already belongs to another organization:

email@domain.ext: already belongs to another organization
