[FE] Move existing PAT table to into crud component and redesign it

Currently, the personal access token table has this design:

As part of the granular permissions for personal access tokens, we need to move the table into a <crud-component>, then redesign the table to match the below design:

Implementation Plan

• Add crud component and move the table and the Add new token button into it.
• Redesign the table to match the UX design.
