Fix flaky spec Security::SecurityOrchestrationPolicies::PersistPolicyService#execute

It seems the spec Security::SecurityOrchestrationPolicies::PersistPolicyService#execute approval policies without pre-existing policies calls EventPublisher with created policies was labeled as flaky and it was quarantined by MR !207375 (merged).

We are creating this issue to track the fix or removal of the test.
