window.scrollTo in panels doesn't work

Everywhere that we call window.scrollTo to scroll the page to the top currently doesn't work, as the window itself does not scroll, the panels do.

We should update uses of window.scrollTo to use a different method instead which scrolls the correct panel to the top instead.

We may also need to define custom scroll behaviour for pages using Vue Router.
