Convert `Geo::LogCursor::Daemon` `#handle_<event>_event` methods to check shard health

Currently, the following #handle_<event>_event methods are able to check shard health before scheduling jobs:

#handle_repository_created_event
#handle_repository_updated_event

The following need to schedule jobs, regardless of shard health and ideally should be updated to allow shard health to be checked before scheduling:

#handle_repository_deleted_event
#handle_repository_renamed_event
#handle_hashed_storage_migrated_event
#handle_hashed_storage_attachments_event
#handle_lfs_object_deleted_event
