Add telemetry to MR reviewer actions

Follow-up from another MR

We probably want to instrument [...]

1. The reviewer panel being opened
2. Reviewers being set, but not using the panel

I'm not sure how we'd do the second one here, but it might be interesting to know something like:

• 1000 MRs had reviewers assigned
• 750 of those used the reviewer panel
