FE Performance: remove AI settings initialiser from Group views

note: this is an early analysis, the issue is still being investigated.

In !158272 (merged) we added settings section initialisation to the pages/groups/index.js file, that get's added to all /group/ route subpages.

It's hard to estimate the size of this impact, here's the size change original report. It looks like it added 24Kb to all group bundles. But we don't know what bundles are now added to all group pages.

We need to move the AI settings initialisation into a dedicated settings entrypoint, and remove it from the other group pages.
